Glendale, CA – On Tuesday, July 21, 2020, the Glendale City Council extended an existing temporary moratorium on residential evictions and rent increases in response to the COVID-19 health emergency.
The residential eviction moratorium will remain in place until August 31, 2020, unless extended. The temporary eviction moratorium covers:
- Tenants are still required to pay their rent and will have up to twelve months following the expiration of the moratorium (from August 31) to repay any back due rent.
- Effective for rent due August 1, 2020, a written notice of a tenant’s inability to pay rent must be provided to the landlord in writing on or before the date the rent is due, along with verifiable documentation establishing the tenant’s inability to pay due to COVID-19. Such documentation may include termination notices, payroll checks, pay stubs, bank statements, medical bills, child care bills, or signed letters or statements from an employer or supervisor explaining the tenant’s changed financial circumstances to support the tenant’s assertion of an inability to pay due to COVID-19.
- Tenants are required to pay at least 25% of back due rent at the end of each three (3) month period of the twelve-month repayment period, unless the landlord and tenant agree to different repayment terms.
The Council also extended the order imposing a temporary rent freeze to August 31, 2020. This means Landlords may not issue new rent increases until the expiration of the emergency order, even if the increase is effective after the expiration of the order.
Other than the revised notice and documentation requirements noted above, these actions have been in effect since March 24, 2020.
