Glendale, CA – On December 14, 2017, Police Chief Robert Castro announced his retirement after a 32-year law enforcement career. Chief Castro has served the City of Glendale for the last 4 years of his career.
Over the years, Castro has accomplished a number of improvements and service enhancements for the Glendale community. He has focused his leadership on implementing new equipment technology, initiating innovative mental health and medical programs, and strengthening community-police partnerships.
Chief Castro’s retirement becomes effective December 29, 2017. In order to ensure a smooth leadership transition, current Deputy Police Chief Carl Povalitis will be appointed as Interim Police Chief effective December 30, 2017.
Povalitis began his career with Glendale in 1990. During his career, he worked a number of assignments in the organization. Beyond a patrol officer, Carl worked in the Criminal Investigation Bureau as an Investigator in the Burglary, Auto Theft, and Arson units. As a Police Sergeant, he served as a supervisor in Patrol and the Police Department’s Air Support Unit. As a Lieutenant, he served as the Traffic Bureau Commander. He later became Commander of the Special Operations Division, and began the process of developing the DNA lab, and the Information Lead Enforcement and Accountability Data Project.
Carl was promoted to Captain in 2010. He was appointed to the position of Deputy Chief in September 2013. Interim City Manager Yasmin Beers stated, “As a dedicated 27 year veteran, I know Carl will serve the Glendale Police Department and its members with honor while providing the best possible service to the residents of Glendale.”
